David Kelly
Senior Vice President of Development
David Kelly serves as Senior Vice President and Head of Development at Westport Properties, where he leads ground-up self-storage development. Since joining the company in 2014, Mr. Kelly has built and overseen a development pipeline spanning entitlement, permitting, design, and capital partner relationships.
Mr. Kelly’s expertise is concentrated in complex entitlement environments — navigating discretionary approvals, conditional use permits, and community engagement in some of the most challenging jurisdictions in California. His development experience spans self-storage, warehouse, single- and multi-family residential, and retail, with prior roles at Regency Centers, Standard Pacific Homes, and Snyder Langston.
He holds a Bachelor of Science in Business Administration with concentrations in Finance and Entrepreneurship from Chapman University.
